Charlene was born and raised in Gallipolis, Ohio. She received her Bachelor of Arts in English from Miami of Ohio. Following graduation from Miami, she married her husband, Russell, and they moved to Columbus where they raised two sons. She and Russell have been married for 36 years and have three young granddaughters. They live in Upper Arlington.

Charlene taught 7th and 8th grade English at Bexley Junior High School from 1968 to 1969.

From 1990 to 1997 Charlene served as program development coordinator for the Easter Seal Society of Central Ohio.

From May 1997 to the present she has served as the executive director of The Bexley Education Foundation. During this time she has developed, directed and implemented all programs and activities designed by the Board of Governors of the Foundation. She has managed the development activities of the Foundation, overseen and enhanced fund raising programs, identified and researched all potential sources of gift support, participated in the solicitation and cultivation of donors and coordinated the marketing of community awareness efforts.
